Zoning and approvals

What zoning bylaw does Vernon use now?

Zoning Bylaw 6000, adopted on 24 June 2024. It replaced Zoning Bylaw 5000, which had been in force since July 2004. The commercial and industrial zones are now CMUN, CMUB, CMUC, INDL and INDA. See the zoning guide.

A listing says the property is zoned C2. What does that mean today?

C2 is an old Bylaw 5000 code that no longer exists. Look the address up on the City's interactive zoning map to find its current Bylaw 6000 zone, which may allow different uses.

Where is cannabis retail allowed in Vernon?

In the CMUB, CMUC and INDL zones, but not in CMUN. A City cannabis retail licence costs a $2,500 application fee plus $2,000 a year, on top of provincial licensing.

Can I open a liquor store in a neighbourhood commercial (CMUN) zone?

Not under the zone as adopted. An amendment to allow liquor stores in CMUN passed second reading on 8 September 2026 and went to a public hearing on 28 September 2026. Check whether Council has adopted it. Liquor stores are already permitted in CMUB, CMUC and INDL.

How long does a rezoning take in Vernon, and what does it cost?

The City's application fee is $1,600 for a rezoning and $2,100 for an OCP amendment. The City's 2024 figures put a rezoning or development variance at about six to eight months, a development permit at four to six months and a building permit at about four weeks.

Is Swan Lake part of the City of Vernon?

Mostly not. Swan Lake and the Commonage are largely in Regional District of North Okanagan Electoral Area B, which has its own zoning bylaw, and rural property taxes there are collected by the Province. Confirm the jurisdiction for every property.

Licences, fees and taxes

How much is a business licence in Vernon?

For a business with premises in Vernon, the annual fee runs from $115 (up to 100 m²) to $800 (over 2,500 m²), plus a $100 non-refundable application fee. A home occupation licence is $90 a year. Processing takes about three weeks. Use the fee lookup.

What are development cost charges on a new commercial building?

Under the City's October 2024 table, office and commercial space pays $47.03 per m² of floor area in the core area and $61.14 in the outer area. A new DCC bylaw is being prepared in 2026, so confirm current rates. Try the DCC estimator.

Do I pay property transfer tax on a commercial purchase?

Yes. BC charges 1% on the first $200,000, 2% from $200,000 to $2 million and 3% above $2 million. The extra 2% over $3 million applies only to residential portions, and the first-time buyer and new-home exemptions don't apply to commercial property.

Is there GST on commercial property in BC?

Generally yes, at 5%. A GST-registered buyer usually self-assesses rather than paying the seller, and commercial rent is subject to GST when the landlord is registered. Confirm the treatment with your accountant before you write an offer.

How much did Vernon's business property taxes go up in 2026?

The municipal business-class rate rose 9.34% in 2026, about $884 more on a property assessed at $1 million. Residential rose 9.33%.

Does the speculation and vacancy tax apply to commercial property?

No. It applies to residential property only. Owners of mixed-use buildings with apartments should check how it applies to the residential part.

Leasing

What is a triple-net (NNN) lease?

A lease where the tenant pays base rent plus a share of the building's property tax, insurance, utilities and operating and maintenance costs, usually quoted per square foot per year and reconciled after year end. Use the NNN estimator to see your total cost.

What is the average commercial lease rate or vacancy rate in Vernon?

No reliable public source publishes one for Vernon, so we don't quote a number. The accurate answer comes from recent comparable leases for your type and size of space. Ask Sean for comps.

Should I register my commercial lease?

A lease longer than three years, including renewal options, should generally be registered at the Land Title Office so it survives a sale of the building. Your lawyer will advise.

Can I buy land at Vernon Regional Airport?

No. Airport land is owned by the City and leased. You can buy a building or hangar on leased land, which means buying the remaining lease term. A new standard airport lease template was approved in May 2026.
