Taxes on Vernon commercial property
Four taxes shape the numbers on a Vernon commercial deal: annual property tax by assessment class, BC property transfer tax at purchase, GST on the price and the rent, and, for mixed-use buildings only, the speculation and vacancy tax.
Annual property tax
BC Assessment values every property as of 1 July each year and puts it in a property class. The City of Vernon then sets a tax rate for each class. Most shops, offices and restaurants are in Class 6, Business and Other; most light industrial property is in Class 5, Light Industry. Commercial classes pay a higher rate per $1,000 of assessment than residential.

A property can be split across classes. A downtown building with shops at street level and apartments above is usually part Class 6 and part Class 1. Check the class breakdown on the assessment notice at BC Assessment before you buy; if a class looks wrong, the appeal deadline is early in the year.

Council adopted the 2026 Tax Rates Bylaw on 11 May 2026. The main drivers were debt for the $121 million Active Living Centre (about 3.5 percentage points), general operations (about 3) and the RCMP contract (about 2). Earlier drafts were higher, including a preliminary 9.73%. Vernon Matters reported that the rate came down partly because the City saw more "non-market" growth than expected, meaning new buildings and businesses added to the tax roll. The mayor said the Active Living Centre component should shrink in future years.
Taxes were due on 2 July 2026, with a 10% penalty from 3 July. For the average 2026 residential bill, 59% went to the City, 25% to schools, 9% to the regional district, 4% to the hospital district and 3% to the library and others.

Properties outside City limits, including most of Swan Lake and the Commonage in RDNO Electoral Area B, are billed by the Province's Surveyor of Taxes, not the City. Non-profits may qualify for a permissive tax exemption.

Property transfer tax (PTT)
BC charges property transfer tax when a transfer is registered at the Land Title Office. Commercial property pays the general rates:

A few points specific to commercial buyers:
- The extra 2% over $3 million applies only to the residential portion. Mixed-use properties are split into residential and commercial portions.
- The first-time home buyer and newly built home exemptions are residential only. There is no general PTT exemption for a business buying its premises.
- The 20% additional tax for foreign buyers applies only to residential property in specified areas, and the Regional District of North Okanagan is not one of them.
- PTT can apply to some long leases, not just sales. Ask your lawyer if you are signing a very long-term lease.

GST on commercial property and rent
GST at 5% is where commercial deals differ most from home purchases.
- Buying: sales of commercial real property are generally taxable. If you are a GST registrant, you usually self-assess the GST and report it on your return instead of paying it to the seller, and you may be able to claim an input tax credit if you use the property in commercial activities. If you are not registered, you pay the GST to the seller at closing.
- Leasing: commercial rent is subject to GST when the landlord is registered, which most are. Budget 5% on top of base and additional rent.
- Mixed-use and residential: the rules differ for residential portions, used residential property and new residential construction.
GST mistakes are expensive and hard to undo after closing. Confirm your registration status and the right treatment with your accountant, and read the CRA's guidance on GST/HST for businesses, before you write an offer.
Speculation and vacancy tax (SVT)
BC's speculation and vacancy tax applies to residential property only. Pure commercial property is not caught. The City of Vernon is a taxable area (Predator Ridge is exempt), so the tax can matter to owners of mixed-use buildings with apartments that sit empty. Rates for 2026 are 1% for most Canadian citizens and permanent residents and 3% for foreign owners and untaxed worldwide earners. How the residential and commercial parts of a mixed-use building are treated should be confirmed with the Province.

Watch the October 2026 elections
Vernon's municipal general election is on 17 October 2026, and a provincial election has been called for late October. Both levels of government set rules that affect commercial property: the City sets tax rates and DCCs; the Province sets PTT and the SVT. Expect some policy to move in 2027.
